Ukraine says it has reached a "common understanding on the core terms of the agreement" with the United States after the Geneva talks.

The most sensitive issues are left open pending a face-to-face meeting between Zelenskyy and Trump.

In his evening address, Volodymyr Zelenskyy confirms the new text is no longer 28 points long:

Finally: The Belgian coalition has reached a deal on a multi-year budget plan, following months of negotiations, uncertainty and missed deadlines, @evelyndom.bsky.social reports.

This means Bart De Wever can now fully focus his energy on (hating) the reparations loan.

Friedrich Merz: “Peace in Ukraine will not be achieved overnight. The joint peace plan is meant to launch a process. For that to happen, Russia must come to the negotiating table now. As long as there is no visible willingness to do so, there will be no process and no peace.”

According to António Costa, the US peace plan won't alter the EU's timetable: leaders will decide next month on a new way to fund Ukraine's needs for 2026/27.

This means the reparations loan is still on the table.

Is the EU easing its red line?

Von der Leyen yesterday: "There cannot be limitations on Ukraine's armed forces that would leave the country vulnerable to future attack."

Important lines here from Rubio.

He makes it clear that the US is willing to discuss the plan with Europeans, but only when it comes to issues that directly concern them, such as the Russian assets and EU accession.

Europeans see the entire plan as defining for their security architecture.
Marco Rubio notes there are some issues like "equities" (Russian assets?) and the role of the EU and NATO that will have to be negotiated and agreed separately with Western allies.

"Those issues, we'll have to discuss with them because it involves them."
🚨 Just in: Marco Rubio hails "tremendous amount of progress" in the Geneva talks with Ukraine and says "there are a couple of issues we need to work on."

"None of them are insurmountable," he says. "We just need more time than we had today. I honestly believe we'll get there."

Rubio appears to tone down the Thanksgiving deadline, after Trump suggested it may be extended.

"The deadline is we want to get this done as soon as possible. Obviously, we'd love it be Thursday (but) ultimately the important point today is that we've made substantial progress."

The European counterproposal removes the reference to “full amnesty” for war crimes.

Point 26 simply says: “Provisions will be made to address the suffering of victims of the conflict.”
The alleged European counterproposal says the Ukrainian army will be “capped at 800,000 in peacetime.”

If true, it’s an astonishing reversal from yesterday’s statement signed by leaders at the G20 that warned limitations “would leave Ukraine vulnerable to a future attack.”
