How I read "The Secret History of #TwinPeaks" by Mark Frost:
Major Briggs & Annie are the only two who have exited a Lodge unharmed.
He needs her to get to Laura w/o endangering her / the mission.
So he writes her out of the timeline / changes facts (Pete w/ checkers, etc.) to throw off the evil.
