Something we know about Donald Trump: he rarely backtracks unless there's something in it for him to gain personally.
It's a tactic from the Vietnam war, where U.S. soldiers left the card on bodies of those they'd killed in order to mock and frighten the population. The 'death card' has an even longer history as a tool of white supremacist groups meant to demean and intimidate people of color.
