When it comes to finding similar community, webrings are super helpful in that aspect. There's a vtubers for neocities one that I'm personally in and I'm pretty certain theres a few others! Nekoweb and Neocities also have tagging features so you can tag your site with "vtuber" for more searches :>

I recently just migrated my website from neocities to nekoweb and I'm a HUGE fan! you get a lot more for free there than you do with neocities, and if you like having access to more tools, their supporter is cheaper as well. That being said, neocities is definitely not the worst! ^_^
