There was no alcohol involved, just dementia coupled with the idea if you're a great leader you don't need a speech writer (obviously a huge mistake). So instead we get rants.

All the time I see people on scooters going faster than cyclists with no head gear whatsoever, and in my area almost all cyclists have a helmet.
