Twinrova are the ones behind the whole thing and actively guiding the villain scheme. Ganon only appears as final boss after a botched resurrection, so it's more in the capacity of letting a monster out of a cage as the main villain dies.
The Oracle of Ages and Seasons games often get "hijacked by ganon" thrown at them, and ignoring the fact that Ganon "hijacks" stories because he's the actual devil of Hyrule's universe and so all evil is him and he is all evil, he actually doesn't have an active role in the plot.

Co-ops seem to be considered the best option to replace corporations, which would be great, but making it happen is difficult since to me it seems it would basically require a union to buy out a corporation and then take it off the market. Definitely do-able in theory, harder in practice.
