My current job operates like this :
We are guaranteed to help but it is so much of a inconvenience that it is not worth the cost of $200 for a short trip that will arrive 4 hours late .

Some of these contracting parties are subsidiaries and it’s part of hiding profits in a balance sheet. All companies are copying the likes of United Healthcare/Optum. If your costs are a corporate cost center game your profits are minuscule on paper but the top execs in all firms r doing great.
