A friend who's decades in the construction field (in fact he's on the inspection side AFAIK) brought up a good point.
When you test construction materials for flammability, you don't just test "will it burn now", but also "will it burn staying outdoor for 2 months".

I just want to make sure those outside of the city understand that, due to high living costs -- esp housing -- It's common for both parents in Hong Kong works & have their kids with grandparents in daytime, so you'd see a lot of "grandparents & baby" in the description of the Tai Po fire victims.😓
