I don't fully grasp the details of the proposed federal "anti hate" legislation. Iamnotalawyer. Mostly, it seems like it's not ambitious enough.
However, I'm pretty sure that any legislation that includes "No procedural fairness required" warrants a lot more than 48 hours of community consultation.

Neither Zucchini nor pumpkin get emoji (they're the same species), but Halloween does 🤷
