In 1990, the high school dropout rate in Dolly Parton's hometown of Sevierville was above 30%.

Pristopov za reševanje problema 'država nima dovolj denarja, da bi pokrila potrebe', je več. Razlikujejo se po ideološki osnovi in se spet lahko vrnemo k tistemu, kaj sploh hočemo od zdravstvenega sistema.
Prevelike potrebe glede na to, kar javno zdravstvo zmore. Pa prevelika “košarica”, ki je nihče ne upa omejiti. Posledično so pa dolge čakalne dobe.
Skratka država ima premalo denarja, da bi se šla tako bogato zdravstvo, kot ga predstavlja brez čakalnih dob. Daljšanje življenjske dobe pa ne pomaga.
