In case there's any confusion, particularly among the bureaucrats:

The federal government *is not* under the caretaker convention owing to the PM's announcement.

Caretaker is triggered by a dissolution of Parliament, not a prime ministerial resignation.

Big news. Unfortunately for those who work closely with the federal government, the year ahead seems more uncertain than ever. The freeze that affected the legislature in the Fall will now spread to our public service as it grows even more hesitant to move until clear leadership returns...
Justin Trudeau said he doesn’t easily back down but he realized that it was impossible to carry on.
“It has become obvious to me that with the internal battles that I cannot be the one to carry the Liberal standard into the next election.” he said.
