I agree it depends. If your arsenal changes often, a wheel might be better (think GTA V), UNLESS you let players bind new weapons to keys they want.

Also, consider controller support. If you have many weapons (6+), a wheel might be better than cycling 1 by 1. But again, it depends on many factors.
