Steve Blum is definitely my favourite Starscream VA. But when it comes to Russian dub, which I used to hear more often as a kid, I think Diomid Vinogradov also did an excellent job. He voiced not only Starscream, but also Bulkhead, Agent Fowler and many other characters from Transformers: Prime :3

He can turn into a jet, so… Yeah, I think that's quite self-explanatory. Just look at him transforming midair! He's an excellent flier who takes every opportunity he has to show off! Not that I have something against it. I'm more than happy to see Starscream being in his element. ☆☆☆
