Our fiscal stress monitoring system designated 31 school districts in some level of fiscal stress, up from 22 last year. Officials must continue to make every effort to ensure budgets are structurally balanced to avoid future fiscal problems.

The property tax levy for school districts and 10 cities will remain capped at 2% for the fifth year in a row. Local officials must continue to find ways to deliver services efficiently as they deal with higher costs and the potential impact of federal actions.
