Streamers should allocate royalties as a share of per-listener streams (and revenues) rather than as a share of aggregated streams. That way a bot listener could never earn more than it spent.

A way for music streamers to pay musicians reasonably is to limit who gets paid and who doesn't. A variant on ranked choice voting: set a threshold on what is a reasonable minimum pay; cut pay for the bottom N musicians; if the worst-paid ones don't pass the threshold, increment N and try again.
