Is this simply a freshman effect? No.

FEct and PanelMatch estimators show the decline in bipartisanship is unique to amateurs—not to experienced first-time legislators.

Regression discontinuity estimates show large effects—greater than the drop in cross-party collaboration following votes to decertify the 2020 election after January 6.

Yet these effects attenuate by the third term, consistent with legislators learning on the job.
