You can't separate this from the Atlantic article claiming their are too many students with disabilities. It's a moral panic meant to push out young people with disabilities from access to resources and to reify ableist bigotry. It's exactly what they did to trans people.

I went to great Boston suburb highschool graduated 40th out of 500 only going 3 years.
