Bluto's fame came from the Popeye theatrical cartoons
In the comic strip, he was a one-time villain, but that story came as Fleischer Studios were creating the cartoons - which needed to be simplified for the runtime.
So, we got Bluto as we know and love him (and spinach powered knock-outs)
