Not zero targets should be a responsibility for all levels of government. Sustainability can't just be the objective of national governments. As the green slogan goes, think globally, act locally.

We have had years of austerity policies and Brexit that has wrecked our economy and public services. Our high streets are like ghost towns in many places and communities are seriously lacking investment and opportunities. It's part of what's fuelling the rise of Farage/Reform here.
