The assumption is hidden in the question (calling Chinese and Japanese "different" from some standard language). China is second in the world after the US when it comes to AI, it doesn't have to rely on English-speaking countries benevolently translating their technology.

They have not argued anything of the sort. HC is not classified as a "lethal chemical asphyxiation agent", it's classified as an obscurant. The Geneva conventions only apply during war, so they're not relevant here. The 1993 CWC specifically excludes gases used by domestic law enforcement.
