Our goal is to arrest a huge number of people in order to frighten residents, suppress resistance to our lawless acts, and create lots of menacing video clips for social media. 5,000 seemed like a sufficiently high number to achieve those goals.

I can't think of anything more emblematic of a ruthless authoritarian regime that has no regard for rule of law than setting a quota for the number of people you're planning to arrest before you've even established whether people are committing crimes.
