Disagree with the first part of that statement. Regime was pushed hard after the elections but it has been certainly pushed harder.

Far as I know that isolationism comes from as far back as WWI, since Americans were icky to involve themselves on anything too European. It was also the big reason why the US never joined the League of Nations.
