The work we’ve been doing in the California Legislature to make it easier to build things that benefit our state & society is just getting started. We have more work to do in California & nationally to have a better, cleaner, more affordable & more climate-resilient future.

I also authored a law (SB 379) to make it automatic/instantaneous via an app to obtain a permit for basic solar & storage. We’re building on this work to make it more seamless to get permits for heat pumps. We’re looking at other clean energy permitting ideas for next year.

All of this is on top of our decade-long housing work to make more & more housing “ministerial” — meaning automatic permitting with no discretion and no CEQA. One of those laws (SB 35/423) which I authored, has led to thousands of affordable homes in SF alone, with more coming.

We also passed a law on which I led (SB 131) to exempt advanced manufacturing & certain child care centers, health centers, broadband & other facilities from CEQA. This coming year, we will work to tighten up these exemptions, which are important & need to be focused & effective.

In California this year, we passed a law (SB 130) to exempt all infill housing from CEQA. We also passed a law (SB 71) to exempt sustainable transportation projects from CEQA. I proudly served as wingman to my colleague @BuffyWicks on the first & I proudly led on the second.

We need to be willing to challenge the orthodoxy underlying these barriers to solving some of our most pressing problems. CEQA, NEPA, APA, etc. are laws that do many good things but also incentivize endless process at the expense of good outcomes.

Let’s be open to smart reforms.

For well-intentioned reasons, we pile on endless regulation, process, cost, opportunity for litigation & number of agencies. We then apply this endlessness to the very things we know will be beneficial, for example, housing, clean energy & climate-friendly infrastructure.

To solve our biggest problems — eg housing & climate — & make life more affordable we need to get out of our own way & make it easier to build the infrastructure to solve these problems.

Yet our system is designed to bog it down & make it more costly.

Big Oil is providing substantial financial and strategic support to Republican AGs in an effort to block my climate impact disclosure law. They're even going so far as to weaponize the First Amendment. They can try to stop us, but we will win this fight to tackle climate change.
