I would be VERY leery of sending my documents to the Federal government. Especially if you were born before 1990 and/or born in a city different from where you reside.

I have a concern it will be a nightmare - especially for women, to replace birth certs/driver's licenses. Esp in certain places.

TBF "upstate NY" means different things to different people based on where they live. In NYC "Upstate" is Hudson River Valley. To CNY - it's Plattsburg. If you are in HRV you are prolly safe. As most of my life res of CNY (12 years in Nyc) - I feel comfortable saying so. 😁

Thankfully the passport process is still in effect despite the shutdown.
If you're thinking pf applying for a passport, I highly rec. doing it at your local post office. They confirm your proof of citizen documents (driver's license and birth cert) without you needing to trust the gov. with them.
