Perhaps. Order is a kind of default because the absence of order, anarchy, has always been unsustainable in any social model. But social justice and order are not mutually exclusive terms, an either/or question. I guess it’s whose order or what definition of order.

Somebody once wrote a nasty letter to their neighbour about their dog and signed my name to it. I only knew when I got a letter anon telling me what guns they had. All came out later, was messy, dog people sold up. Original writer was a conservative party member. Arsehole. Thought he was clever.
