For the same reasons, the US’s use of force is also, plainly, unlawful. Impeach your President.

Timely article.

Under IHL, attacking forces must do everything feasible to verify that targets are not civilian but military, and assess proportionality, prior to attack, and refrain from attack in case of doubt.
