They are going to invoke martial law anyway. I don't know what else to tell you. They are fabricating probable cause (and even distorting what that means) EVERY. SINGLE. DAY.

Yeah, I know. But (1) I was trying to satirize their "scripted-for-tv tough guy talk." They sound fucking ridiculous and they can't handle Chicago on its worst day. They are stymied by dancing frogs. (2) They don't need a pretext for anything. They have abdicated their responsibility to protect us.
