Congress has never authorized demolishing the East Wing of the White House to build a ballroom.
The East Wing should remain intact, and all ballroom or large event proposals in Congress have been rejected or deferred due to historic preservation, cost, and symbolism concerns.

Trump is only permitted to make changes to the decor/furniture in the White House but not alter the historical structure. Major renovation, construction, projects are the responsibility of General Services Administration who require congressional approval for demolition or structural change

He has no authority to make changes to structure to WH. Any structural changes need to be adopted by congress who have historically rejected any such ideas on grounds of historical preservation. His authority is restricted to painting and decorating
