I've seen homeless studies were giving them cash, which helps them more than other forms of aid. I'm guessing with alcoholism you're dealing with a medical/psychological issue first, and that needs professionals, not just cash.

In the UK the last Tory govt were basically just lying about everything, denying having seen bad news, and lambasting the opposition. Less nazi-ish behaviour though. The opposition ran on 'we're not them' manifesto and the electorate decimated the Tories. Hopefully the US electorate can do the same.
