While Bowser's Inside Story DX was their last solo developed project for Nintendo, it wasn't the last game they worked on for the company. Prior to filing for bankruptcy in 2019, AlphaDream had provided work for Mario & Sonic at the Tokyo 2020 Olympic Games.

This is a great addition to the game, but I'm scratching my head over here wondering why they didn't make this an option for the standard Air Ride mode as well. This would've been perfect for local multiplayer

There was no grand prix mode for Air Ride and there technically still isn't. The added mode is exclusive to the online private rooms feature

Guess it's taking a bit for it to show up there as well. Newly listed content has to go through approval processes and it's generally all over the place when exactly it gets approved. The Blue Star will be up for download eventually, you just need to have patience.
