Many members of The Steady State are former CIA Officers. I fear that soon DNI Gabbard or DCIA Ratcliffe will learn that the CIA is the direct descendent of the OSS, an organization devoted to fighting fascism.

I hope the Deep Staters at CIA can keep it secret. ANTIFA is everywhere.

None of them (with the possible exception of Jackson) asserted "Plenary" authority -- the point is that no Congressional approval is necessary -- that is what distinguishes "plenary" from "granted" authority. If it is plenary, than neither Congress nor Courts have anythign but an advisory role
