Generally, yes. But here the supplemental briefs were due on the same day, so one can see why SCOTUS wanted to give each party an opportunity to respond. And if we're being textualists, the order does invite "reply briefs" in the plural.

A little confused why, in Trump v. Illinois (the National Guard case at SCOTUS), we see only a reply brief from Trump today. The Court seemed to have invited reply briefs from both parties. I guess the order did not specify what time today the reply briefs were due, so Illinois has another 90 mins?

FWIW, I don't believe anyone has filed an Emoluments suit against Trump this term

The suits pending in the first term were tossed as moot after he lost. Never even got a definitive ruling on standing.
