Presumably he's counting the times ICE/DHS ram their vehicles into civilian's cars during illegal stops.

When I see stuff like this, I'm happy to see how far we've come, and how animals don't have to be harmed for our benefit, but I'm still left wondering why the cost of this miracle, life saving medicine is so expensive still. The only thing that makes sense is pure greed.
