Yep all corundum as long as its not red would be sapphire. Even pure Al2O3 with no Fe/Ti component would still be sapphire. Think ppl tend to veer towards calling it corundum when in rough / mineral form, but both are still acceptable
Certainly in the gem industry, if its not ruby it would be called sapphire
