It was a brush setting issue! You were right! :D
Even though I don't know why it's acting up now, after the updates but I can work without it. So, no more lags (so far)!

You know what? Playing around with CSPs in-app pressure settings made me find out what's causing the issue! So thanks a lot for that hint ^^

I FOUND IT!

I found the thing causing that delay!
It's a brush setting called "color mixing" set to [running color] or [smear] mode by default.
I have NO idea why it is causing that issue now, it didn't do it under win10.
But I don't use it that often, so I can live with that.

brushes should not be an issue since they worked very well under win10. also restarting did nothing so far, sadly.

going back to win10 wound just delay my problem in the end because its support stopps soon. ^^°

that is all set. i tried out different set ups but none fixed the issue.
fiddled with performance and tools and pen options, unfortunately not with success yet ^^°
