Mobile and fixed broadband ARPUs are generally improving in the Nordics & Baltics.

Lithuanian & Latvian operators lead in their ability to improve ARPU; Estonia does well too.

In the Nordics, Norway & Denmark have the best development, followed by Finland. Sweden features the weakest development.

Tele2 created a fuzz among Swedish mobile providers in October 2025 when it started to manually contact customers who had requested a port-out to ask for an confirmation, thereby not following the industry agreement.

Regulator PTS examined this, concluding in December that it wasn't illegal.

Norway: Regulator Nkom dangled a carrot saying that fibre networks could avoid SMP regulation if voluntarily opening up.

Three - Tussa IKT, Tafjord Connect & NEAS (each with a 1% revenue market share) - decided not to open their networks and will hence be SMP regulated.

MVNOs have a tiny market share in Finland & Sweden but hold ~10% of the mobile subs base in Norway & Denmark.

The share would likely be less if we count $: That level of detail is available for Norway (6%) & Sweden (4%).
