For 6 years, Boston and FEMA have been working on a plan to protect the Fort Point neighborhood from flooding.

Now, FEMA has rejected the grant application, blaming Boston, saying the city failed to send the right documents. Are they being gaslit?

Is he implying federal intervention determines political legitimacy, not ballots or courts?
