That doesn’t sound too bad, really. I‘ve liked having an accrual system for paid, unpaid, and vacation time. My old job gave you 80hrs of PTO in January, and that was it. Late to work? Use PTO. COVID? Use PTO. Flat tire? PTO. By the time the end of the year came around you had no wiggle room.
