Threatening voter ID ‘with or without Congress’ isn’t law — it’s propaganda. The Constitution doesn’t give presidents control over elections. Elections are run by states, which already verify voters under existing law. Fraud is microscopic. Dead voters don't vote. And mail fraud? 4 in 10 million.
