The US isn't part of the ICC & the only way the ICC will be able to arrest these vermin is if the travel to a country that is a member of the ICC & will arrest them. That's not a guarantee. South Africa is a member & it didn't arrest Pukin, who is wanted by the ICC, when it visited.
