Wouldn't excluding non citizens from the count impact Texas's population in determining representatives? Iirc that's like 15% of the Texas population.
I can't decide if this would stop this idea, make them count it separately per state, or revive the 3/5ths compromise.

I also think part of it is that history classes don't really teach recent history. It felt like "Just ask your parents about Reagan. Summer's here and so is the deadline." for that last chapter.

For some reason, I flip between thinking "this is what I expect the answer to be and this is what the code gave me" and "this is where I expect the result, and this is the actual value it should be" and both sound right to me.
