These issues of course are a result of the cultural differences of how Americans see politics and social spending, of course. (At least until recently,) the US is a democracy and these issues stem ultimately from the will of the people.

I think Americans are understandably scared of taxes because
1) we* have to do the math themselves and if we do it wrong we are in deep shit
2) the tax dollars are used so terribly that they might as well be put into a pile and burned live on television. Ex: Medicare Part C (pay UHC to NOT help you)

As long as the electricity infrastructure is publicly owned and no exclusivity contracts are signed, there is no inherent issue with multiple competing private providers. This is the case most of the time anyway, so that's not where these recent price issues have been coming from.
