Humiliation and degradation of the victims for one. The second reason, I think, is so they have another "excuse" to not release the remaining files. "We didn't have time" or something of that nature is my guess. Delay tactics and weaponizing the victims to delay it while protecting the abusers.

Why are there so many US citizens who don't see what's happening? Clearly they have no idea the hell we will experience under Trump's dictatorship. My hearts ache for the young, there is no hope for their future.
