There are 4 separate NHS bodies in the UK
There is no such thing as “the NHS”
I assume you are referring to NHS England which has many layers of repetition in procurement, is being further privatised by Labour and like all is crippled by Labour and Tory PFI payments

I don’t think a moving vehicle needs to be motorised in this definition. I believe the rule is designed to stop pedestrians being obscured from view or endangering them (method of propulsion perhaps irrelevant).

You MUST NOT park on a crossing or in the area covered by the zig-zag lines. You MUST NOT overtake the moving vehicle nearest the crossing or the vehicle nearest the crossing which has stopped to give way to pedestrians.
