The “Bring Kids Back UA” campaign, a state-led initiative launched in 2023, coordinates efforts with NGOs and internationals to repatriate abducted children, support reintegration, and document crimes for future prosecution. Only a few hundred children have been successfully returned.

The International Criminal Court (ICC) previously issued arrest warrants for President Putin and Children’s Rights Commissioner Maria Lvova‑Belova on charges of forcible transfer of Ukrainian children. Since then Putin has visited several countries which refuse to arrest him.

Yermak reported that the Russian scheme serves a dual purpose, to replenish Russia's dwindling military ranks and to psychologically devastate Ukrainian troops by forcing them to fight against and kill their own children.

Conscripts have a high volume of rape amongst the Russian military. The long-standing practice is known as dedovshchina, it involves the systematic rape, torture, and rape trafficking of conscripts or younger soldiers by senior soldiers or NCOs. Some conscripts are even used as slaves.

Ukrainian Chief of Staff Andriy Yermak reports that upon reaching 18 (sometimes younger), abducted teens face forced conscription into Russian forces. There are battlefield reports of Ukrainian soldiers encountering some of the children among enemy casualties.

At least 56 identified camps across Russia, Belarus, and occupied Crimea hold these children. Activities include daily singing of the Russian anthem, military drills, and curriculum designed to erase Ukrainian identity. Meet the criteria for cultural genocide under the 1948 Genocide Convention.

In these camps, children are forbidden from speaking Ukrainian, and shaped into what the Kremlin calls “ideal citizens.” Some have been paraded on Russian state television, including a Mariupol boy reportedly adopted by Maria Lvova-Belova, Russia's commissioner for children's rights.

Up to 35,000 Ukrainian children have been kidnapped and trafficked by Russian forces since 2014, from regions like Kherson, Zaporizhzhia, Donetsk, and Luhansk. Many are placed in re‑education camps where they are being forced into systematic Russification and right-wing ideological indoctrination.

He says “this is not adoption” but sadly it is. Adoption is a multi billion dollar industry without any oversight. Human trafficking masquerading as legal adoption happens all the time, which is why Americans are no longer allowed to adopt from certain countries. None of those children were orphans.
