Trump is absolutely the WORST president ever and an evil human being in general. His dementia is showing 24/7 now. He has zero filters on what he says, and his handlers can't stop him anymore.
This may very well be the most ignorant statement ever released by a POTUS. That said, the statement surprises no one. He is undoubtedly the worst president ever.
He may not be the worst president ever but he is without question the worst person to ever serve as president.

Trump is certain the Senate will "defy" his order and keep the files from being released.
Trump "encouraging" Congress to pass the discharge petition is all theater. Trump doesn't need Congress to release the Epstein Files. DOJ reports to HIM. And Pam will do as he commanded—not release the files, or at least any that are embarrassing to him.
