If it was added to the model, yes (with a stipulation that offenders 'acting' remorseful would be weeded out by an expert).

There's a model for addressing your concerns called restorative justice. Expensive, like using kids time in juvie to actually reform, but the investment pays for itself via less crime.

Y'know, the whole "corrective services" thing. Yes it'll cost money, but far less than the impact of crime.
