I think they are entirely rational. The offer maintains the illusion that the shares can go to infinity and beyond, which is the only thing preventing them crashing.

Problem is the huge delay to the end of petrol, and consequent emissions, this will cause. If they raise fuel duty in line, then go ahead, but I doubt they will.
