4. IMEA. “Consider whether to direct staff to discontinue, for the time being, negotiations for a successor power sales agreement with the Illinois Municipal Electric Agency (IMEA).” It's vague. Staff probably worded it like that so Council can decide tomorrow.

3. CDBG allocations ($535K). Community Services allocated across 8 organizations. 2026 requests ($3.8M) were 3x higher than 2025. (2024: $851K, 2025: $1.1M, 2026: $3.8M) Staff told me the spike was from a new group who denied. Th2 same group asked for (& also didn’t get) $1.2M in SSG.

Similarly, Sister Cities & Riverwalk each have a Foundation member on their commission. It provides opportunities for constructive dialogue between 2 groups with similar mandates. Maybe it could be expanded to PUAB to have a member of NEST serve as a non-voting member. (Just a thought!)

2. Commissions-appt to TAB & a rec for ACD. The ACD item is a request to add a member of the ACTF to ACD as a non-voting member. I wholeheartedly support this! There is so much interaction between ACD and ACTF that reserving a seat on the commission makes sense.

That said, there are some other interesting items on the agenda.
1. Lots of change orders for extensions on contracts due to supply chain delays.

What does this mean? According to comments from legal, the petitioner could return to PZC with a new proposal. Will they? Hard to say. Based on last night’s comments, it’s fair to question whether the petitioner would want to go through this again. For now, the data center is not approved.

8. DATA CENTER - approve conditional use under ORI and variances for parking and equipment screening. Passed PZC 8-1.
9. Water main improvements - lots of big-ticket bids for 2026 projects. (Wow- the bid for Ogden Phase II was 63% higher than estimates!)

6. Approve the sale of Artisanal tequila under an S1 permit! Barrel & Heritage wants to add artisanal tequila to their menu. Liquor Commission approved 6-0. barrel-heritage.com

5. BP gas station quick-service drive through (1532 N Aurora). Would be something like a Dunkin. Staff has final approval to protect from something like Dutch Bros. Passed PZC 8-0.
