if you're on web and don't have the appearance tab, it's up in the upper right corner. i believe on mobile, you have to click the upper left menu and click Settings. should be under there.

Sure. I'm not absolving him of anything, but this is what he actually said. The last bit of the article saying "the gist" is that Ds are giving 8 votes isn't supported by the rest of the article. Maybe it will happen, but seems unlikely to be agreed on when Rs haven't even agreed on length of CR.
